Seasonal Energy Efficiency Ratio: Tackling the New Regulations for Air Conditioners

For the first time since 2015, the United States unveiled new regulations pertaining to the Seasonal Energy Efficiency Ratio (SEER). Specifically, the changes affect air conditioning units and air-source heat pump systems. Overall, the new requirements establish new minimum energy conservation standards for these machines prior to sale in the United States.

In addition, regulators sought to adjust for differences in weather conditions. Thus, the new regulations also set new separate standards for air conditioners in the northern and southern parts of the country. Below, Stevensons Air Control walks through the most significant changes in the 2023 regulations, along with their impact on energy bills and heating/cooling systems.

New Regulations for the Northern and Southern Seasonal Energy Efficiency Ratio

Going into effect on January 1st, 2023, the biggest addition to the Seasonal Energy Efficiency Ratio (SEER) introduces separate energy regulations for the northern and southern parts of the United States. Basically, the hotter, southern states face different minimums to meet for cooling air conditioning units. Meanwhile, the colder northern states up north deal with different standards for heating units.

Notably, this change occurred in response to the drastically different weather conditions in these two halves of the country. In 2023, the federal minimum energy efficiency regulation requires a one-SEER point increase for both the north and south. Previously, the north and south required a SEER rating of 13 and 14, respectively.

Understanding the Impact of the SEER Increase on Illinois Residents

For consumers, the Seasonal Energy Efficiency Ratio (SEER) increase does not play a big role on Illinois consumers. That said, this may contribute to a decline in the available inventory of new units.

Conversely, contractors must update their inventory of parts and equipment based on their region. Contractors should create a solid plan to meet the new regulations and phase out parts that don’t meet the standards.
